Network interfaces were grouped into clusters of mutual neighbours

Ideally one would cluster together those neighbours that share common cables and enter them at the same cable end. For BT's network the closest this could be approached was those line ends that share a common piece of equipment, and in practice ‘shares an MDF’ was used for the interfaces at the exchange and ‘shares a distribution point’, or DP, for the customer ends.
